Initially, the New Zealand Ministry of Health and the Australian Commonwealth Department of Health and Ageing agreed on a joint project to review and establish NRVs, with support from the respective Ministers of Health in both countries. This project has been managed by the National Health and Medical Research Council of Australia (NHMRC). At the end of 2004, the NHMRC requested comments on the first draft report.
